Mersea man says Colchester Council ignored lifebuoys plea
Stephen Vince, 74, says Colchester Council ignored his requests to install lifebelts at West Mersea beach, prompting him to raise £2,000 for lifebelts and two water rafts with help from his nephew, local donors and businesses. The equipment was used during an attempt to rescue five people who got into difficulty in the water. Vince argues the council has a social and moral responsibility to provide safety equipment, while the council says an independent Royal Life Saving Society UK risk assessment found that the beach’s profile, tidal range and lateral currents meant public rescue equipment would be unlikely to work effectively. The council says it will continue addressing water safety through the multi-agency Mersea Water Safety Forum.
