A collision between a van and a motorcycle caused the M4 eastbound near Newport to become partially blocked during morning rush hour, leading to long queues and delays extending back to junctions 29 and 30. An 88-year-old convicted serial child rapist, Terrence Hulme, died in hospital while serving an 18-year sentence at HMP Parc. A review by the Prisons and Probation Ombudsman found he died from central nervous system lymphoma, with ischaemic heart disease contributing. Healthcare Inspectorate Wales reported that his medical care in custody was equivalent to community standards. Hulme had been convicted of multiple rapes and indecent assaults spanning decades, with victims describing long-term trauma and intimidation. A judge condemned his sustained campaign of abuse during sentencing.
