Maryland lawmakers ask voters to clear the way for a congressional map designed to boost Democrats
Maryland’s Democratic-controlled legislature approved a constitutional amendment for the November ballot that would allow a new congressional map favoring Democrats in all eight U.S. House districts beginning in 2028. The measure passed the House 96-38 and Senate 32-13 after clearing the required three-fifths threshold. Democrats, including Gov. Wes Moore, say the proposal responds to President Donald Trump’s push for mid-decade Republican redistricting, while Republicans call it a partisan power grab. The amendment would establish standards for compact districts and natural boundaries, but would not itself approve a specific map.
