Brussels views the move as reinforcing its commitment to a comprehensive settlement, while Turkey considers the appointment an internal EU matter and maintains that a two‑state model is necessary to safeguard Turkish Cypriot sovereignty. Fitto’s senior role gives the post added institutional weight and aligns with the Greek Cypriot administration’s long-term strategy of maximizing EU involvement. He will work closely with UN envoy Maria Angela Holguin as the UN intensifies mediation efforts. Turkey remains skeptical of EU neutrality and is unlikely to formally engage with the special representative, a dynamic shaped by previous tensions during Johannes Hahn’s tenure. The Cyprus issue continues to block meaningful progress in Turkey–EU relations.

A high‑level EU delegation of Kaja Kallas, Marta Kos and Magnus Brunner is set to visit Ankara amid debates over the direction of EU–Turkey relations. The agenda includes areas of mutual interest such as migration, customs union modernization, sanctions on Russia, regional security and connectivity projects. The EU maintains a dual‑track approach, separating stalled accession talks from cooperation in strategic sectors, while Cyprus‑related disputes continue to shape political constraints. Both sides signal willingness for pragmatic engagement ahead of the upcoming NATO summit, where further high‑level contacts may occur.
