Across 2025 the Independent Restraint Review Panel reviewed uses of physical restraint, pain‑inducing techniques, and Pava spray within youth custodial institutions, noting a substantial reduction in pain‑inducing techniques but raising concerns about inconsistent justification for several Pava deployments. Children’s feedback highlighted mixed experiences of restraint, concerns about fairness, and the importance of staff relationships and de‑escalation. The panel identified issues with placement decisions, delays in moving children, and inadequate information sharing. Staff responsiveness, improved reporting, and effective aftercare were noted, alongside remaining challenges such as missed de‑escalation opportunities and room‑based restraints. The report concludes with observations of continued operational improvement and the need for further refinement in restraint practices and placement processes.

Spring Hill is a men’s open prison in Grendon Underwood, Buckinghamshire, jointly managed with Grendon Prison. The guidance explains how to book family, official and video visits; travel and identification requirements; communication by phone, video, email and letters; sending money, gifts and books; and procedures for raising safety concerns or complaints. About 330 prisoners live there and have access to induction, healthcare and wellbeing support, education, vocational training, employment placements, community work and temporary release opportunities intended to support rehabilitation and preparation for release.
