Andy Burnham has backed major changes to council tax, arguing that households in parts of Greater Manchester can pay more than residents of substantially more valuable homes in London because property bands have not been revalued since 1991. Possible reforms include replacing council tax and stamp duty with an annual property levy or introducing a land value tax, although the UK Government says no decision has been made. The Fairer Share campaign claims its proposed levy would reduce bills for roughly three-quarters of households, while Labour MPs continue to press for a fairer system.
