Strategies for Sovereignty in the Age of AI
Governments and enterprises are increasingly prioritizing AI sovereignty as geopolitical tensions, export controls and reliance on foreign AI providers expose strategic vulnerabilities. Experts argue that self-sufficiency across the AI stack—from chips and connectivity to data and models—is becoming essential, although uneven capital and infrastructure leave emerging markets at a disadvantage. Wealthier states pursue sovereign AI through major investments, while developing countries may need alternative approaches such as MTN’s data embassy model to secure data without building domestic data centers. Divergent regulatory frameworks from major powers complicate compliance, and global standardization appears unlikely, making regional alignment the more practical path forward.

India approves nearly US$20B to expand local manufacturing
India will invest an additional US$13.3 billion in its semiconductor initiative to expand fabrication capacity and bolster research and development under the newly funded Semicon 2.0 programme, aiming for full domestic self-reliance in chip manufacturing. The government also approved INR 625 billion for a five‑year plan to strengthen smartphone production through incentives for locally made devices and components, a move expected to generate around 60,000 jobs.
