DWP benefit review could end unpaid carer earnings limit cliff edge
The Department for Work and Pensions has begun a six‑week review of Carer’s Allowance to modernise the benefit for unpaid carers, considering replacing the earnings cliff edge with a taper and updating rules around fluctuating income and working hours. The review follows findings that outdated earnings rules and unclear guidance have led to overpayments and debt for many carers. Around 200,000 cases are being reassessed, with up to 25,000 carers expected to see debts reduced or reimbursed, and new regulations will prevent such reimbursements from affecting other benefits. Carers UK and Carers Trust welcomed the review, which will inform potential reforms after the consultation closes on August 18, 2026.
