York County father Chris McGhee is urging Pennsylvania lawmakers to criminalize the grooming of minors after his daughter Gracie was allegedly groomed and sexually abused by former York City juvenile enforcement officer Joseph Palmer Jr. Palmer pleaded guilty to corruption of minors and received probation. McGhee previously worked with Representative Joe D’Orsie on House Bill 355, which unanimously passed and strengthened sentencing guidelines for mandated reporters who assault children, but he says it did not address grooming behavior. McGhee and D’Orsie are developing a bill targeting manipulative or coercive conduct by adults in positions of authority or trust, with D’Orsie hoping to introduce it when the Pennsylvania House returns on September 21.

A fatal crash at Third and Chestnut streets in Columbia, Pennsylvania, killed pedestrians Eric and Donna Lutz and injured their granddaughter.
