York County Father Advocates for Anti-Grooming Law After Daughter’s Abuse
York County father Chris McGhee is urging Pennsylvania lawmakers to criminalize the grooming of minors after his daughter Gracie was allegedly groomed and sexually abused by former York City juvenile enforcement officer Joseph Palmer Jr. Palmer pleaded guilty to corruption of minors and received probation. McGhee previously worked with Representative Joe D’Orsie on House Bill 355, which unanimously passed and strengthened sentencing guidelines for mandated reporters who assault children, but he says it did not address grooming behavior. McGhee and D’Orsie are developing a bill targeting manipulative or coercive conduct by adults in positions of authority or trust, with D’Orsie hoping to introduce it when the Pennsylvania House returns on September 21.

Warwick Considers Facility Dog Policy After Therapy Dog Death
The Warwick School District is preparing to review and potentially adopt a policy governing therapy dogs after Callie died in a hot car nearly two months ago. The draft rules would prohibit leaving dogs unattended in vehicles or without supervision, require end-of-day caretaker reports, and mandate staff training. Sarah Campbell, founder of Callie’s Crusaders, supports the policy but is seeking broader legislation requiring school service animals to wear GPS trackers. A hearing on Principal Amy Balsbaugh’s employment status has been postponed after she requested a private proceeding; no criminal charges were filed because prosecutors deemed the incident a non-deliberate cognitive error, while the district continues pursuing school-policy violations.
