The Independent Office for Police Conduct is investigating former West Midlands Police chief constable Craig Guildford, another officer, a staff member and two senior officers over the decision to ban Maccabi Tel Aviv supporters from a Europa League match against Aston Villa. The ban relied on an intelligence report containing eight errors, including overstated claims about disorder involving Maccabi fans in Amsterdam and a fabricated Maccabi–West Ham match reportedly generated using Microsoft Copilot. Investigators are examining whether the individuals failed to ensure the report’s accuracy, due diligence, impartiality and engagement with local Jewish communities. The decision drew political criticism, contributed to pressure on Guildford to resign and led Home Secretary Shabana Mahmood to withdraw confidence in his leadership. The IOPC will decide whether disciplinary proceedings are warranted when its investigation concludes.
