Whistleblowing Report 2025–26
Between 1 April 2025 and 31 March 2026, the Regulator of Social Housing received and concluded 22 qualifying whistleblowing disclosures concerning registered providers of social housing in England. Twenty-one cases received detailed consideration and were investigated. Fifteen were closed after providers assured the regulator that they understood and were addressing the issues, while information from six cases contributed to ongoing regulatory intelligence and landlord engagement. No disclosure directly resulted in regulatory action or a published Regulatory Judgement.

RSH Adds Rentplus Homes Limited to Gradings Under Review List
The Regulator of Social Housing has added Milton Keynes-based Rentplus Homes Limited to its gradings under review list while investigating suspected serious failings related to the Governance and Financial Viability Standard. The landlord has fewer than 1,000 social housing units and therefore does not receive regulatory grades. The listing alerts stakeholders to the regulator’s concerns while its investigation continues.

Consumer upgrade for housing association
The Regulator of Social Housing upgraded East Midlands Housing Group’s consumer grade from C2 to C1 after finding stronger tenant involvement in strategic decisions, improved customer service and fewer complaints; its governance grade remains G1 and financial viability grade V2. Lancaster City Council received its first consumer grade, C2, after an inspection identified weaknesses in meeting safety, quality, transparency and accountability standards, including a backlog of repairs and incomplete information about tenants’ characteristics and diversity. The council had a plan to clear most overdue repairs by the end of November, while tenants reported feeling respected, listened to and valued.

RSH Board Minutes - 2 June 2026
The Regulator of Social Housing held a special board meeting on 2 June 2026 to discuss its draft Framework 28 discussion document. Board members approved the document for publication, expected on 9 June, after noting improvements and requesting minor typographical corrections. The board emphasized that the framework is future-focused and will not fundamentally alter the existing co-regulatory principles, while seeking to strengthen the case for change and connect it to revisions of the consumer standards. Stakeholder engagement with MHCLG, Homes England, journalists and other interested parties will support publication, followed by roundtables and discussions during the summer.
