The memorandum of understanding between the United States and Iran shows little sign of progressing toward a final agreement as the sixty-day negotiating window approaches its end. Regional concerns are heightened by provisions giving Iran an expanded role in managing the Strait of Hormuz and by the absence of limits on enriched uranium stockpiles, ballistic missiles, or proxy activities. Linking negotiations to a Lebanon ceasefire is described as a strategic error that strengthens Hezbollah and pressures Israel to withdraw. Internal divisions within Iran further complicate prospects for an agreement. Without a firm deadline or stronger US pressure, the memorandum risks becoming a de facto long-term arrangement that shifts the regional balance toward Tehran, while ongoing Israeli operations in Lebanon could still trigger renewed escalation.
