History: When were penalty shootouts first used to end drawn football matches?
Introduction of penalty shootouts in football stemmed from dissatisfaction with deciding tied knockout matches through replays, draws, or coin tosses. Israeli football officials Yosef Dagan and Michael Almog proposed the penalty system, later adopted by IFAB in 1970. The first official shootout took place in the Watney Cup semifinal between Hull City and Manchester United, producing several historical firsts, including early missed and saved penalties. The system quickly became standard and has since decided major tournaments, including multiple World Cup finals.
