Lowestoft HMO expansion approved despite locals' concerns
A plan to expand a Park Road house of multiple occupation in Lowestoft from ten to fourteen rooms was approved to provide greater independence for adults with complex emotional needs. The project, operated by Mavam Group, includes creating five self-contained studio flats and relocating staff facilities. While local residents objected, citing anti‑social behaviour and concerns about worsening problems, council officers said noise issues had not been substantiated and a refusal on amenity grounds would be difficult to justify. Approval was granted with conditions requiring adherence to an updated Noise Management Plan, noting the regional need for additional supported accommodation.
